COAM rules in Powder Springs
Powder Springs allows six Class B machines at a location, three fewer than state law (Powder Springs code). Before it issues or renews a certificate, the city wants a declaration form that includes a copy of your machine agreement, and it asks for a report every month.

What is the machine limit in Powder Springs?
Sec. 12-94 prohibits "offering more than six (6) Class B machines at one (1) business location" in the city (Powder Springs code).
What goes in the declaration form?
You file it with the Community Development Department, 4181 Atlanta Street, before any occupational tax certificate or license is issued or renewed. The checklist asks for (Powder Springs form):
- Your state location license.
- The master owner's state license.
- Any other Powder Springs licenses or registrations you hold.
- Your latest monthly report to the state or the Georgia Lottery.
- Your agreement with the machine owner.
You'll also need an amusement game room license for each location and an occupation tax certificate (Sec. 12-95 and 12-97). Licenses aren't transferable, so a new owner applies again, even at the same site (Sec. 12-106).
What is the monthly report?
Sec. 12-99 asks for your monthly gross retail receipts, due by the 20th of the next month. The city's form has a section for you and a separate one for a certified public accountant (Powder Springs form). The city writes the 50% limit as monthly, and it can fine you or suspend or revoke a city license for going over.
Are there distance rules?
Game rooms follow the alcohol proximity rule in O.C.G.A. § 3-3-21 and chapter 3 of the city code. At a public meeting, the mayor and council can waive it for a location where no alcohol is served or sold (Sec. 12-98, Powder Springs code).
What does this mean for my bar, restaurant or store?
Bars and restaurants already live with the proximity rule, so this may change little, but check it against your address. Stores with no alcohol can ask for the waiver at a public meeting, so build that into your timing. Everyone needs an attendant aged 18 or older whenever open, and machines in plain view and open to anyone in the business (Sec. 12-105).

Machine spots are approximate. Sizes are averages from published cabinet specs, not your operator's machines. Cabinets vary by maker and model, and your operator will confirm the real footprint, power and placement before install.
- The shaded area in front of each machine is 36 inches deep, for a standing player or a stool. The walkway guide is 36 inches wide, the minimum width of an accessible route in the ADA standards (US Access Board). Both are planning guides, not legal requirements for your business.
- Local ordinances can require machines to be in plain view and accessible to anyone at the business. This tool can't judge sightlines. (O.C.G.A. § 50-27-86)
- Machines need power and a connection to the state's Central Accounting System, and that equipment has to stay connected and powered up. (GLC guide)
- Prizes are non-cash: replays, lottery products or gift cards. (GLC notice)
A planning sketch only. Your operator confirms what fits, and local rules and your license decide what's allowed.
